Tiny glands located not in the eye, but in the eyelid (outside the eye) produce the Tear Bubble. These lipid producing glands have little tunnels (ducts) out of which the outer oily tear film comes. With each blink a little oily film is squeezed on the total tear and this oily tear bubble is spread to help prevent evaporation!
